Who's To be Blame For This Man's Death? Police or the Hospital

It was a frightening morning. The light of dawn that usually announces the majestic rollout of the beautiful morning sun from its eastern home had fairly cleared the sight of worshippers trickling with ease to the Mosque for the dawn prayer.
As they trickled into the Mairi Kuwait's Bulama Hala Mosque, little did the Muslim faithful expect to experience perhaps their most frightening sight in recent times.
There was a man laying beside the mosque unconsciously at an obscure corner of the Mosque unnoticed.
He was a man of unknown identity, having no identified family or friends. He had been at the premises of the Mosque for four days, fed by the surrounding community, with no one to claim any relationship with him.
The entire Mosque community was deeply shocked by the sight of the unconscious man.
Who is this man? Where is he coming from? The Imam and some elders of the community decided to report the case to the nearby police station.
Responding to report, the police immediately arrived the scene with their vehicle and carried the unconscious man to the hospital.
Unfortunately, the management of the hospital rejected the man due to the lack of anyone to look after him.
To the utter surprise of the Mairi community, the unconscious man was returned and dumped where he was picked earlier by the police officers.
He subsequently passed away this morning.
As his identity remains unknown, the Imam and some community elders decided to take care of his funeral arrangements as ordained by Islamic rite.
The entire community converged for the funeral rites in a deeply emotive atmosphere as everyone pondered the man's story.
Was he a traveler, a stranger, or a local struck by some adversity or debilitating hardship of the times?
Suddenly, shortly before the funeral prayer, a man in tears arrived, claiming to be the father of the hitherto unknown dead man, identifying him as his son who left home 10 days earlier, and his continuous search for him led him to the Mosque where he received the shocking news of his death.
Investigation by the community elders confirmed him as the biological father of the dead man, and the corpse was released to him..
The man has transited to the eternal beyond, but the devastating cruelty and inhumanity of the society, characterized by the actions of the hospital authorities and the police, may continue to live with us till God knows when.
